Resolution authorizing the Mayor and the Director of the Department of Public Works to enter into an Agreement or Agreements with Tree Pittsburgh for a restoration project known as “Rising Main 3” consisting of a deforested corridor in Highland Park, at a City cost not to exceed Two Hundred Seventy-Five Thousand Two Hundred Fifty-Seven Dollars and Four Cents ($275,257.04) over a period of five (5) years.

Resolution authorizing the Mayor and the Director of the Department of Public Works, the Director of the Department of Finance, and/or the Director of the Department of Innovation and Performance to enter into an Agreement, Agreements, and/or Amendments with Crown Castle, for the purpose of cabling and fiber optics installation on City property at and/or near Highland Park, at no cost to the City.

WHEREAS, James Gilmer was born in Pittsburgh, PA on April 17, 1993, with a vibrant world of space to explore in his gift of dance at his childhood home in Highland Park; and,

WHEREAS, public pools in the City of Pittsburgh are a place designated for relaxation, community building, and access to exercise and athletic development; and, WHEREAS, lifeguards are tasked with teaching individuals how to swim, and most importantly, ensuring a safe and enjoyable environment for the community to enjoy; and, WHEREAS, the City pools were the only public pools that stayed open until Labor Day, making the last couple weeks of the season especially busy; and, WHEREAS, the COVID-19 pandemic and resulting labor shortage made this summer especially difficult to find and hire lifeguards; and, WHEREAS, lifeguards that were hired this year had to go above and beyond what is normally expected of their duties;and, WHEREAS, lifeguards often had to take on many responsibilities such as childcare and public safety; and, WHEREAS, in times of emergency, lifeguards must overcome distraction and remain calm, organized, and focused on keeping the public safe; and, WHEREAS, on July 28th, 2021, a shooting at the Highland Park Pool showcased the immense courage of CitiParks lifeguards and employees; and, WHEREAS, employees at the Highland Park Pool, many of them teenagers, acted quickly to ensure safety from danger by sheltering patrons in locker rooms; and, WHEREAS, the lifeguards at Sue Murray and Highland Park Pools deserve special recognition for their dedication to ensuring the safety of the public all season long; and,

Resolution amending Resolution No. 819 of 2019, effective December 16, 2019, entitled “Resolution authorizing the Mayor and the Director of the Department of City Planning, in cooperation with the Director of the Department of Public Works, to accept funds from an Allegheny Regional Assets District “RADical ImPAct Grant” in the amount of Five Hundred Thousand Dollars ($500,000.00) to fund public art projects in Emerald View Park, Frick Park, Highland Park, Riverview Park, and Schenley Park” to restate the recitals and further describe the use of funds.

Resolution authorizing the Mayor and the Director of the Department of City Planning, in cooperation with the Director of the Department of Public Works, to accept funds from an Allegheny Regional Assets District “RADical ImPAct Grant” in the amount of Five Hundred Thousand Dollars ($500,000.00) to fund public art projects in Emerald View Park, Frick Park, Highland Park, Riverview Park, and Schenley Park.

Resolution authorizing the Mayor and the Directors of the Department of Public Works and the Department of Finance, on behalf of the City, to enter into an agreement with Duquesne Light Company, to provide an easement to Duquesne Light Company, and in accordance with Resolution 564 of 2019 allowing for the erection, installation to provide for electricity to power the neighborhood including Highland Park and its amenities, and use of an underground electrical system and associated apparatus upon the City’s property at the Forestry Division on Stanton Avenue in Highland Park for the purpose of electrical services.

Resolution amending Resolution No. 384, effective June 14, 2019, “authorizing the Mayor, the Director of the Department of Public Works and/or the Director of the Department of Mobility and Infrastructure, to apply for grant funding from the Pennsylvania Department of Community and Economic Developments Greenways, Trails and Recreation Program (GTRP) to provide funding for the planning of the renovation of the Pedestrian Tunnel located in Highland Park. The grant proposal includes an ask of $139,674.35 with a local match of $24,651.93 to be funded from the 2020 City of Pittsburgh Capital Budget. In the event the grant is awarded, this resolution provides for an agreement and expenditures not to exceed ONE HUNDRED SIXTY FOUR THOUSAND THREE HUNDRED TWENTY SIX DOLLARS AND TWENTY EIGHT CENTS ($164,326.28) for this stated purpose,” by adding the JDE JOB NO. and the actual grant amount.

Resolution authorizing the Mayor of the City of Pittsburgh, and the Department of Public Works to apply for a grant from the Pennsylvania Department of Community and Economic Development’s (DCED) Keystone Communities Program, to provide funding for the Highland Park Pedestrian Tunnel project, and, should the grant be awarded by DCED, are authorized to enter into agreements with DCED. The grant proposal includes an ask of $500,000.00 with a local match of $682,638.33, to be contributed by the City of Pittsburgh’s 2020 Capital Budget, from the Park Reconstruction line item 4550000120.50000.00, FUND 40020. In the event the grant is awarded, this resolution provides for an agreement and expenditures not to exceed ONE MILLION ONE HUNDRED EIGHTY TWO THOUSAND SIX HUNDRED THIRTY EIGHT DOLLARS AND THIRTY THREE CENTS ($1,182,638.33) dollars for this stated purpose.

Resolution authorizing the Mayor and the Director of the Department of Public Works, on behalf of the City, to enter into an agreement with Duquesne Light Company in order to erect, install, and use an underground electrical system and associated apparatus upon the City’s property at the Forestry Division on Stanton Avenue in Highland Park for the purpose of electrical and/or telecommunications services.

Resolution authorizing the Mayor and Director of the Department of Public Works, to execute relevant agreements to receive grant funding from the Pennsylvania Historical and Museum Commission’s Keystone Historic Preservation Construction Grant, to replace the stones around the Pedestrian Tunnel in Highland Park, and further providing for an agreement or agreements or the use of existing agreements, and expenditures not to exceed ONE HUNDRED THOUSAND ($100,000.00) DOLLARS for this stated purpose. The City of Pittsburgh will supply the required matching funds and supplement the project in the amount of FOUR HUNDRED TWENTY THOUSAND ($420,000.00) DOLLARS for this stated purpose for a total project cost of FIVE HUNDRED TWENTY THOUSAND ($520,000.00) DOLLARS.

Resolution authorizing the Mayor, the Director of the Department of Public Works and/or the Director of the Department of Mobility and Infrastructure, to apply for grant funding from the Pennsylvania Department of Community and Economic Developments Greenways, Trails and Recreation Program (GTRP) to provide funding for the planning of the renovation of the Pedestrian Tunnel located in Highland Park. The grant proposal includes an ask of $93,500.00 $139,674.35 with a local match of $16,500.00 $24,651.93 to be funded from the 2020 City of Pittsburgh Capital Budget. In the event the grant is awarded, this resolution provides for an agreement and expenditures not to exceed ONE HUNDRED TEN THOUSAND ($110,000.00) dollars ONE HUNDRED SIXTY FOUR THOUSAND THREE HUNDRED TWENTY SIX DOLLARS AND TWENTY EIGHT CENTS ($164,326.28) for this stated purpose.

Resolution declaring that certain City property, as further provided herein, in Highland Park shall be dedicated to a trail easement and that certain other property be dedicated to a temporary construction easement in order to facilitate development of the Washington Boulevard Trail.

Resolution authorizing the Mayor and the Director of the Department of Public Works and the Director of the Department of Finance, on behalf of the City of Pittsburgh, to grant to The Peoples Natural Gas Company, LLC, a Pennsylvania Corporation located at 375 North Shore Drive, Suite 600, Pittsburgh, Pennsylvania 15212, an easement for a gas pipeline located in Highland Park that services the Highland Park Pool and Maintenance Building.

NOW, THEREFORE, BE IT RESOLVED, that the Mayor and the Council of the City of Pittsburgh hereby recognize the Highland Park Community Council as a civic and/or service organization within the context of the Pennsylvania Small Games of Chance act, as amended.

Resolution authorizing the Mayor and the Directors of the Department of Parks and Recreation and Public Works to enter into a Three-Party Project Assistance and Payment Agreement between the City Of Pittsburgh, the Pittsburgh Parks Conservancy, and D’Appolonia, Engineering Division Of Ground Technologies, Inc. to document the Pittsburgh Parks Conservancy’s provision of certain funding for consulting services relating to the Heth’s Run Restoration Project in Highland Park.

Resolution granting to Comcast Cable Communications Management, LLC (“Comcast”) a temporary construction license and permanent easement through designated City of Pittsburgh property in Highland Park.

Resolution providing for the acceptance by the City of Pittsburgh from the Estate of Elizabeth Ann Yallum of certain property in the 12th ward of the City of Pittsburgh for public purpose to become part of the space plan of Larimer Area Redevelopment adjacent to Highland Park on the Negley Run Area.

Now, Therefore Be It Resolved, that the Council of the City of Pittsburgh does hereby recognize and commemorate the achievements of these innovative and entrepreneurial western Pennsylvanians; and, Be It Further Resolved, that the Council of the City of Pittsburgh commends Mr. Alfred Mann of Highland Park for celebrating this important part of our region's history.

Resolution authorizing the execution of an agreement with the Urban Redevelopment Authority of Pittsburgh in which URA will make a $50,000 grant to the City to reimburse the City for completed curb, sidewalk and street improvements in the Highland Park business district. (Council District 7)

Resolution authorizing the City of Pittsburgh (“City”) to Petition the Court of Common Pleas of Allegheny County to sell a certain lot (“Property”), now part of Highland Park, to Michael Gallagher and Angela Scolieri Gallagher, his wife (“Buyers”), for the sum of Fifteen Thousand Dollars ($15,000.00), or upon such other terms and conditions as the Court may authorize and/or direct.

WHEREAS, Rose Pinsker is celebrating her 90th Birthday on August 18, 2007, with her family and friends at Mitchell's Seafood House; and, WHEREAS, Rose Pinsker was born in the Hill District on August 17, 1917 and has lived in Pittsburgh her entire life in the neighborhoods of The Hill District, Highland Park, and Stanton Heights; and, WHEREAS, Rose Pinsker currently resides in Riverview Towers in Squirrel Hill where she enjoys an independent lifestyle of comfort, companionship, and caring; and, WHEREAS, Rose is an active reader, the editor of the Quaterly newsletter in her building, attends synagogue within her building, and is an active member of B'nai Israel in the East End; and, WHEREAS, Rose was married for 49 glorious years to Nathaniel Pinker until his passing in 1990; and, WHEREAS, Rose has a quaint and loving family of two children, Theodore Pinsker and Marlene Goldstein, two grandchildren, Sharon Goldstein and Alan Goldstein, and four great grandchildren. NOW THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby recognize Rose Pinsker for her self sacrificing love and dedication to her family and friends throughout her life; and, BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh does hereby declare August 17, 2007 to be "Rose Pinsker Day" in the City of Pittsburgh.

Resolution granting to Equitable Gas Company, a division of Equitable Resources Inc., a permanent utility easement and the privilege and license to install, use, operate, maintain, repair, renew and finally remove a 20 inch Steel Gas line across the City of Pittsburgh property designated as Block 82-H-Lot No. 1, located parallel with Washington Boulevard on the edge of Highland Park from One Wild Place eastward to the Highland Park Bridge in the 11th Ward.
