Resolution adopting Plan Revision to the City of Pittsburgh’s Official Sewage Facilities Plan for City of Bridges Community Land Trust - Site E, 0 Hazelwood Avenue, City of Pittsburgh, Ward 15, Allegheny County, PA.

WHEREAS, Corey O’Connor has served the neighborhoods of Squirrel Hill South, Regent Square, Swisshelm Park, Greenfield, Hazelwood, Glen Hazel, Hays, Lincoln Place, and New Homestead since 2012, when he was elected to represent Pittsburgh City Council District 5; and,

WHEREAS, Center of Life, founded by Tim Smith in 2001, supports the people of Hazelwood as they strive to be strong and to make their community strong. Center of Life employs a holistic approach to community through all of its programs, providing families and youth with the life skills, education, training and resources necessary to make their community as strong as their mission ;and,

Resolution providing for the designation and transfer of certain public properties within the Hazelwood, Glen Hazel, and Greenfield neighborhoods from the Greenways for Pittsburgh Program and other adjacent vacant properties under City ownership to be formalized and adopted as a City park.

Resolution further amending and supplementing Resolution number 647 of 2020, entitled “Resolution adopting and approving the 2021 Capital Budget” by transferring a total of $250,000 from Sylvan Avenue Bike/Ped Connection and Hazelwood Complete Street Improvement to Street Resurfacing

Resolution authorizing the Director of the Department of Finance to enter into a License Agreement with Oak Moss Consulting, LLC, to allow the performance of due diligence investigations and pre-development planning on designated City property in order to facilitate the construction of a mixed-use commercial and residential development in the Hazelwood community.

Resolution authorizing, pursuant to pursuant to Ch. 210 ("Acceptance of Gifts to City") of the City Code, the Mayor and the Director of the Department of Public Works to accept a donation from Carnegie Mellon University in the amount of TWO-HUNDRED FIFTY THOUSAND DOLLARS ($250,000) for the design and construction of playground improvements at Four Mile Run Playground in Greenfield and Lewis Playground in Hazelwood.

WHEREAS, born in 1982 and raised in Hazelwood and Greenfield, Christopher Ribarchak attended St. Steven’s Elementary School and Brashear High School and was the General Manager of the Franklin Inn Restaurant for many years; and,

WHEREAS, born and raised in Hazelwood to parents, Palma Carpenter and John West, Helen Dennis has been a well-known and beloved pillar of the Hazelwood neighborhood; and, WHEREAS, having worked at both Post Offices, Helen, whose strong work ethic is evident in everything she does, belongs to the Hazelwood Active Senior Center, takes part in the Senior Games, cleans up trash in the neighborhood, is a member of the Morningstar Baptist Church and is just such a welcoming and friendly person to everyone she meets; and, WHEREAS, Helen plays cards, bingo, travels, gardens and visits the sick. Married to Raymond Dennis, they have two sons; and,

WHEREAS, Cenythisa “Nita” Strothers, daughter of George Williams and Rachel Strothers-Jenkins, has lived in Hazelwood for 68 years and has been an exemplary advocate, employee, volunteer and friend; and, WHEREAS, Nita began working with the A&P Company before going to the Pittsburgh Board of Education in Manchester and then to the Hazelwood Active Learning Center where she has worked with Paul, Keith and Roberta and served on the Senior Council; and, WHEREAS, Nita is active in the Morningstar Baptist Church, typing the weekly bulletin and singing in the choir. She enjoys dressing up and going out, traveling out of town and participating in Grandparents Day. Nita can be found each morning at her favorite breakfast place and has been known to devote her priceless time and effort to growing and shaping a young Hazelwood resident to become a responsible young man; and, WHEREAS, joining the Arts Excursions Unlimited in 2014, Nita teaches educational programs to children and is on the planning team to plan art and cultural trips for seniors; and,

Resolution adopting Plan Revision to the City of Pittsburgh’s Official Sewage Facilities Plan for Gladstone Residences at 327 Hazelwood Avenue, Pittsburgh, PA 15207.

Resolution authorizing the Mayor and Director of the Department of Mobility and Infrastructure to execute relevant agreements to receive grant funding from the Pennsylvania Department of Community and Economic Development’s Multimodal Transportation Program for sidewalk improvements to Irvine Street in the Hazelwood neighborhood and further providing for an agreement and expenditures not to exceed TWO HUNDRED THOUSAND ($200,000.00) dollars for this stated purpose.

Resolution further amending and supplementing Resolution number 830 of 2018, previously amended by Resolution 142 of 2020, originally entitled “Resolution providing for an Agreement or Agreements, or use of existing Agreements, allowing the Mayor and the Director of the Department of Mobility & Infrastructure, on behalf of the City to enter into an agreement or agreements to complete engineering design for a new multimodal connection of Hazelwood, Greenfield, and Four Mile Run with Oakland - which will support green infrastructure, ensure safe travel, increase travel options between these neighborhoods, protect local neighborhoods, and increase connectivity consistent with the concept design developed through the 2018 public process, and further providing for payment of the cost not to exceed $1,346,644.10” to authorize a supplemental agreement with Michael Baker for an increase to the scope of work on the Mon Oakland Mobility Corridor Project, and to account for the new increased project cost, not to exceed $2,031,904.81, and increase of $396,223.31 from the previous supplement.

Resolution granting unto SEAN WINNIE, their successors and assigns, the privilege and license to construct, maintain and use at their own cost and expense an existing set of wood steps and a retaining wall, at 705 Hazelwood Avenue in the 15th Ward, 5th Council District of the City of Pittsburgh, Pennsylvania.

Resolution authorizing the Department of Parks and Recreation to enter into a Community Partner Access Agreement or Agreement(s) with the Hazelwood Youth Mentorship and Athletics Association at no cost for use of the Burgwin Community Center in order to provide recreational and community-focused activities.

WHEREAS, Alfred DiRosa began working at the Hazelwood Initiative (HI), a community-based organization focused on social and economic development within Greater Hazelwood, as an intern for then-Executive Director Jim Richter in 2014 while pursuing his Master of Social Work degree at the University of Pittsburgh; and,

WHEREAS, born and raised in the Soult Oakland section of Pittsburgh, Kenneth (Kenny) Charles Robinson, and his twin brother, Keith, were nurtured and loved by their mother, Pearline Robinson, where they grew and Participated in sports from childhood n. Kenny and Keith practiced karate, earning brown belts, played midget football for the Hazelwood Cobras and the Garfield Gators, played basketball for the City Recreation League and baseball for Greenfield Middle School; and,

Resolution authorizing the Mayor, the Director of the Department of Public Works, and the Director of the Department of Parks and Recreation to execute relevant agreements to receive grant funding from the Pennsylvania Department of Aging’s Senior Community Center Grant to make improvements at the Hazelwood Healthy Active Living Center and further providing for an agreement and expenditures not to exceed SIXTY FIVE THOUSAND ($65,000.00) dollars for this stated purpose.

Resolution amending Resolution 830 of 2018 entitled “Resolution authorizing the Mayor and Director of the Department of Mobility & Infrastructure, on behalf of the City to enter into an agreement or agreements to complete engineering design for a new multimodal connection of Hazelwood, Greenfield, and Four Mile Run with Oakland - which will support green infrastructure, ensure safe travel, increase travel options between these neighborhoods, protect local neighborhoods, and increase connectivity consistent with the concept design developed through the 2018 public process, and further providing for payment of the cost not to exceed $1,346,644.10” to provide for a specific payee and authorize an increase to the project cost to afford for additional design services within the scope of work not to exceed a total cost of $1,416,540.43 $1,635,681.50, an increase of $69,896.33 $289,037.40.

Resolution authorizing the Mayor and Director of the Office of Management and Budget to execute relevant agreements to receive grant funding from the Richard King Mellon Foundation to purchase a regenerative street sweeper to assist in the ongoing removal of debris from the new bike trail at Hazelwood Green and other permeable surfaces and further providing for an agreement and expenditures not to exceed ONE HUNDRED EIGHTY SEVEN THOUSAND ($187,000.00) dollars for this stated purpose.

Resolution accepting the dedication of a portion of Lytle Street, Beehive Street, and Eliza Street in the SP-10, Hazelwood Green Specially Planned District, in the 4th and 15th Wards, 5th Council District of the City of Pittsburgh.

NOW, THEREFORE BE IT RESOLVED that the Council of the City of Pittsburgh does hereby recognize and commend Christian Polk for mobilizing so many different resources and people to meet the needs of food insecurity and literacy in Hazelwood and congratulates Christian on fulfilling the requirements for the rank of Eagle Scout; and, BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh does hereby declare Saturday, December 7, 2019, to be “CHRISTIAN POLK DAY” in the City of Pittsburgh.
