To authorize the Director of the Department of Public Utilities to enter into a professional engineering services contract with Arcadis US, Inc. for the Jackson Pike Water Reclamation Plant Dewatering Improvements project; to authorize the appropriation of funds within the Sanitary Revolving Loan Fund; to make this ordinance contingent upon the Ohio Water Development Authority approving a loan for this project; and to authorize the expenditure of up to $3,132,414.00 from the Sanitary Revolving Loan Fund for the contract. To authorize and direct the Board of Health to accept funds from the Ohio Environmental Protection Agency, plus any additional funds, for the 2025-2026 Water Pollution Control Loan Fund (WPCLF) program; to authorize the appropriation of funds, including any additional funds, from the unappropriated balance of the Health Department Grants Funds; and to authorize the City Auditor to transfer appropriations between object classes for the 2025-2026 WPCLF program. To authorize the Director of the Department of Public Utilities to enter into a contract modification to add funding for the Lead Service Line Replacement - Pilot Program project with Travco; to authorize an amendment to the 2025 Capital Improvement Budget; to authorize the expenditure of up to $500,000.00 from the Water Bond Fund; and to declare an emergency.
