WHEREAS, Mal Goode, a fierce advocate for Pittsburgh’s black community, grew up in Homestead, worked night turns at the Homestead Steel Works while studying at Pitt, and after graduation worked in the Hill District as the boys director of the Centre Ave YMCA while also managing the city’s Terrace Village and Bedford Dwellings Housing projects; and,

Resolution providing for an Agreement or Agreements with Hill Community Development Corporation for costs associated with RAISE Hill District Project, and providing for the payment of costs thereof, not to exceed Two Hundred Fifty Thousand Dollars ($250,000.00), reimbursable at eighty percent.

Resolution providing for an Agreement or Agreements with Larson Design Group Inc. for costs associated with RAISE Hill District Project, and providing for the payment of costs thereof, not to exceed Two Million Five Hundred Thousand Dollars ($2,500,000.00), reimbursable at eighty percent.

WHEREAS, Ira Ritter was born on Oct. 4th, 1932, in Coraopolis, Pa to proud parents Leroy Ritter, Sr. And Lucille Ritter. Mr. Ritter was raised in the historical Hill district of Pittsburgh and was a proud graduate of Fifth Avenue High School. At the age of 21, Ira went on to marry his high school sweetheart, Mary Ann Stotts and out of their union they had 4 children; and

Resolution authorizing the Mayor and the Director of the Office of Management and Budget to enter into a Cooperation Agreement or Agreements with the Urban Redevelopment Authority of Pittsburgh for the performance of certain work in connection with housing development in the Upper Hill District, at a cost not to exceed Seventy-Seven Thousand Six Hundred Sixty-Two Dollars and Seventy-Nine Cents ($77,662.79).

Resolution providing for a Reimbursement Agreement or Agreements with the Pennsylvania Department of Transportation for costs associated with RAISE Hill District Project, and providing for the payment of costs thereof, not to exceed Fourteen Million One Hundred Fifty Thousand Dollars ($14,150,000.00), reimbursable at eighty percent, and the municipal share of Commonwealth Incurred Costs not to exceed Ninety-Three Thousand Dollars ($93,000.00).

WHEREAS, Monica Williams, also known as Nika to many, has worked for the City of Pittsburgh, Department of Parks and Recreation for 32 years. She was born and raised in the Hill District by her mother, the late Bernadette Helms, with her sister Margaret Randall and two brothers Edgar and Brandon Randall. Her uncle, Henry Montgomery acted as her father figure; and,

Resolution authorizing the Mayor and the Director of the City of Planning to enter into a Professional Services Agreement(s) and/or Contracts with rePLACE Urban Studio to support planning efforts to stabilize and preserve abandoned structures in the Hill District, with cost not to exceed Forty-Nine Thousand Six Hundred Eighty ($49,680) dollars.

Resolution authorizing the Mayor of the City of Pittsburgh and the Director of the Department of Public Works to receive grant funding from the Pittsburgh Arena Real Estate Redevelopment LP to benefit the rehabilitation of the City-owned Ammon Recreation Center and Park in the Hill District Neighborhood in the amount of FIVE HUNDRED THOUSAND ($500,000.00) dollars.

WHEREAS, Ruth Jacqueline School Londino was born on December 17, 1927 to Martha and Theodore School of Pittsburgh’s Lower Hill District and Polish Hill; and,

Resolution further amending Resolution No. 840 of 2019, effective December 23, 2019, as amended, entitled “Resolution adopting and approving the 2020 Capital Budget and the 2020 Community Development Block Grant Program, and the 2020 through 2025 Capital Improvement Program” by reducing AXIOM ADVANCEMENT CORPORATION as a grant recipient and increasing HILL DISTRICT CDC by Five Thousand Dollars ($5,000.00) and authorizing a subsequent Agreement.

Resolution further amending Resolution No. 647 of 2020, effective December 23, 2020, as amended, entitled “Resolution adopting and approving the 2021 Capital Budget and the 2021 Community Development Block Grant Program, and the 2021 through 2026 Capital Improvement Program” by reducing AXIOM ADVANCEMENT CORPORATION as a grant recipient and increasing HILL DISTRICT CDC by Eight Thousand Three Hundred Thirty-Four Dollars ($8,334.00) and authorizing a subsequent Agreement.

Resolution authorizing the Mayor and the Director of City of Planning to enter into an Agreement or Agreements with the PA Historical and Museum Commission for the purpose of receiving and spending grant funds in the amount of TWENTY FIVE THOUSAND DOLLARS ($25,000.00) with a local of match of TWENTY FIVE THOUSAND DOLLARS ($25,000.00) over one year, for a total project cost not to exceed FIFTY THOUSAND DOLLARS ($50,000.00) to support planning efforts to stabilize and preserve abandoned and historically overlooked structures in the Hill District.

Resolution providing for the execution of a Cooperation Agreement or Agreements with the Urban Redevelopment Authority of Pittsburgh for the performance of certain work in connection with the Hill District Master Plan in an amount not to exceed One Hundred Fifty Thousand Dollars ($150,000) for the Hill District Master Plan.

Resolution authorizing the City to enter into a Cooperation Agreement with the Housing Authority of the City of Pittsburgh to Serve as Co-Applicant for the purposes of filing an Application with the U.S. Department of Housing and Urban Development for a FY 2022 Choice Neighborhoods Initiative grant in the amount of fifty million dollars ($50,000,000) and pledging City financial support in the amount of Thirty One Million and Two Hundred Seventy Five Thousand dollars ($31,275,000) for the project and City Owned Land to Effectuate the Purposes of the Bedford Dwellings/Hill District Neighborhood Transformation Plan and its implementation strategy.

WHEREAS, Tim Stevens was born in Pittsburgh, Pa., on May 4, 1945 to Georgetta and Jaspar Stevens. He was raised in the Hill District; and,

WHEREAS, the late Kevin “Bat” Andrews was born on December 17, 1967, and grew up in the Hill District. After graduating from Brashear High School in 1985, Kevin chose to study barbering at Pittsburgh Beauty Academy, earning his Barber Manager license in 1994; and,

WHEREAS, Paul Anthony Ellis, Jr. is a longtime resident of the Historic Hill District, a Pennsylvania-licensed Attorney, and nephew of the late American Playwright, August Wilson, with a long history of civil rights and community advocacy, especially for residents of the Historic Hill District; and,

WHEREAS, nestled between the corners of Reed Street, Bentley Drive and Kirkpatrick Street in the Hill District, the Uptown Little League thrived for over forty years, a history which began in 1953 as a league that provided a nurturing and enriching place for boys and girls to participate in a communal and highly competitive atmosphere to learn the sport of baseball; and,

WHEREAS, Major Harris was born on February 15th, 1968, in Pittsburgh, residing in Bentley Drive and Elmore Square sections of The Hill District where he grew up to excel at sports from an early age as a light out pitcher and a power-hitter for the Uptown Little League; and,

Resolution providing for the designation and transfer of certain public properties within the Hill District and Polish Hill neighborhoods from the Greenways for Pittsburgh Program and other adjacent vacant properties under City ownership to be formalized and adopted as a City park.

WHEREAS, Horace Lee Turner was born on September 23rd, 1921 in Mobile, Alabama. When he was 6 or 7 years old, his family moved to Pittsburgh’s Hill District where he attended Mill School and Fifth Avenue High School; and,

WHEREAS, born in the Hill District of Pittsburgh as Adalyn Pakler and raised as the seventh of 9 children of Max and Rebecca Pakler, Adalyn Baraff is a born, bred and devoted Pittsburgher who is celebrating her 100th Birthday on July 4, 2021. Of all of her seven siblings…Benny, Hyman, Lena, Dora, David, Ester, Silvia and Pete…Adalyn and Silvia are the last survivor members of the Pakler siblings; and,

Resolution amending Resolution number 262 of 2018, authorizing the Mayor and Director of City Planning to accept a forty-six thousand ($46,000.00) dollar grant award from the Pennsylvania Department of Conservation and Natural Resources to support the development of a Hill District Parks Master Plan (formerly Kennard Park Master Planning Project), and to combine this funding with the previously-budgeted sixty-thousand dollar ($60,000.00) City match, to enter into contract to hire consultants Groundswell Design Group, Inc. to develop aforementioned master plan with a total contract value not to exceed one-hundred and six thousand ($106,000.00) dollars.

Resolution amending Resolution 336 of 2019 entitled “A Resolution providing for a Contract or Contracts, or the use of existing Contracts, an Agreement or Agreements, or the use of existing Agreement, providing for the planning, design, repairs, maintenance, improvements, emergencies, operations, and / or the purchase of materials, equipment, and supplies in connection with the production of the Hill District Mobility Network and Parking Management Plan and associated projects;” to provide for a specific payee and authorize entering into a contract for the Hill District Transportation Study.

BE IT FURTHER RESOLVED, the Council of the City of Pittsburgh does hereby proclaim Friday, November 15, 2019 as “The Hill District Rebels Day” in the City of Pittsburgh.

Resolution providing for a Contract or Contracts, or the use of existing Contracts, an Agreement or Agreements, or the use of existing Agreement, providing for the planning, design, repairs, maintenance, improvements, emergencies, operations, and / or the purchase of materials, equipment, and supplies in connection with the production of the Hill District Mobility Network and Parking Management Plan and associated projects.

Resolution donating to the Housing Authority of the City of Pittsburgh parcels of land required for housing redevelopment and neighborhood improvement activities of Bedford Dwellings/Hill District Choice Neighborhoods Implementation Grant Application (CNIG Application) as listed in the attached Exhibit A to this Resolution. (Council District No. 6)

NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby recognize Bishop Wade Jones for his dedication to the Hill District Community and to the greater Pittsburgh region for so many years; BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh does hereby proclaim Sunday, May 20, 2018 as Bishop Wade Jones Day in the City of Pittsburgh.

Resolution authorizing the Director of Finance to conduct an appraisal of the 28 acres site of the former Civic Arena in the Lower Hill District.

Ordinance amending the Pittsburgh Code, Title Five, Article VII, Parking Meters, by creating a meter zone and a meter rate for the Hill District in chapter 543.01 section (b).

Resolution authorizing the Urban Redevelopment Authority of Pittsburgh to acquire all of the City's Right, Title and Interest, if any, in and to the following Publicly-Owned properties in the 5th Ward of the City of Pittsburgh designated in the Deed Registry Office of Allegheny County as Block 26-P, Lot 185, and Block 27-B, Lots 95A, 96, 204, 318, and 319 - (Council District No. 6 - Residential Rehabilitation/Hill District: 830 Adelaide Street, 3212-3214 Camp Street, 912 Anaheim Street, and 912-914 Cherokee Street)

Resolution authorizing the City Solicitor to research legal options of the City of Pittsburgh and/or the Urban Redevelopment Authority to (1) put out a “request for proposals” for development proposals for the 28 acres site of the former Civic Arena in the Lower Hill District, and/or (2) to put out a “request for qualifications” for potential developers of the 28 acres site.

Resolution authorizing the City of Pittsburgh (the "City") to enter into a Memorandum of Understanding with the Housing Authority of the City of Pittsburgh ("HACP") to serve as Co-Applicant for the purposes of (1) Submitting a FY2015/2016 Choice Neighborhoods Planning and Action Grant Application to the U.S. Department of Housing and Urban Development ("HUD") in an amount up to $2,000,000; and (2) authorizing a financial commitment from the City in the amount of $10,000 for the purpose of formulating a Transformation Plan for the Bedford Dwellings/Middle Hill District Neighborhood.

Resolution further amending Resolution No. 493, effective August 6, 2012 entitled “providing for an agreement/s, or use of existing agreements and/or a contract/s, or use of existing contracts, and for the purchase of materials, supplies, equipment, and/or services for City Council Neighborhood Needs Program and providing for the payment of the costs thereof”, by transferring $10,100 from District 6 Neighborhood Initiative to the Hill District CDC in Council District 6 Neighborhood Needs. Total cost of all projects is not to exceed $130,802.79

Resolution further amending and supplementing Resolution No. 855 of 2011, entitled “adopting and approving the 2012 capital budget and the 2012-2017 Capital Improvement Program” by transferring $10,100 from District 6 Neighborhood Initiative to the Hill District CDC in Council District 6 Neighborhood Needs for the purpose of technical assistance related to an Economic Development Administration grant application for Centre Ave infrastructure development.

Resolution further amending Resolution No. 493, effective August 6, 2012 entitled “providing for an agreement/s, or use of existing agreements and/or a contract/s, or use of existing contracts, and for the purchase of materials, supplies, equipment, and/or services for City Council Neighborhood Needs Program and providing for the payment of the costs thereof”, by transferring $20,000 from District 6 Neighborhood Initiative to the Hill District CDC in Council District 6 Neighborhood Needs. Total cost of all projects is not to exceed $130,802.79

Ordinance amending and supplementing the Pittsburgh Code, Title Two, Fiscal; Article IX, Property Taxes; Section 265, Exemptions for Residential Improvements by amending the schedule of exemptions in Section 265.03 as such schedule applies to properties located within the Lower Hill District (as hereafter defined).

Ordinance amending and supplementing the Pittsburgh Code, Title Two, Fiscal; Article IX, Property Taxes; Section 267, Exemptions for Industrial and Commercial Improvements by amending the schedule of exemptions in Section 267.03 as such schedule applies to properties located within the Lower Hill District (as hereafter defined).

Resolution providing for the designation of certain public properties within the Hill District and Polish Hill neighborhoods to become permanent, public, passive open space under the Greenways for Pittsburgh program, to be known as the Bigelow Greenway.

NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby commend Effie Williams for the work she does on behalf of the Hill District and the City of Pittsburgh community; and, BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh does hereby declare February 2114, 2012 to be "Effie Williams Day" in the City of Pittsburgh.

NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby commend Grandma B's Restaurant on their one year anniversary and for the continuous work they do on behalf of the residents of the City of Pittsburgh by opening and running a long missed asset in the Hill District - a soul satisfying sit down restaurant.

Resolution authorizing the Urban Redevelopment Authority of Pittsburgh to submit an Application to the Pennsylvania Office of the Budget for a Redevelopment Assistance Capital Program grant of up to $500,000 for the Hill District Grocery Store project (a/k/a Centre Heldman Plaza). NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby commend the New Jerusalem Baptist Church for its consecration and its addition to the Hill District community.

Resolution Amending Resolution No. 617, effective October 28, 2009, entitled: "providing for an Agreement or Agreements with various community organizations for operational/administrative expenses, maintenance,purchase of equipment and/or rehabilitation of neighborhood facilities for the benefit of residents of the City of Pittsburgh; and further, authorizing various City departments to enter into a contract or contracts or use existing contracts for street paving, the purchase of equipment and/or furniture and other related costs, at a cost not to exceed $800,000.00, so as to reprogram funds in City Council from: "Breachmenders Ministries" (-$5,000), and from "Mercy Hospital of Pgh.-Children's Medical Center" (-$4,500), and from "Hill District Dodgers Baseball League" (-$1,000), and from "New Hill District Business Association" (-$2,500), and from "Small Seeds Development, Inc." (-$2,500); and transfer these funds to "Community Human Services" (+$3,000), and to "Reading is Fundamental" (+$5,000), and to "Northside Coalition on Fair Housing" (+5,000) and to the "Young Men and Women's African Heritage Association" (+2,500).
