Resolution authorizing and directing the issuance of a Warrant to Donegal Construction Corp., in the amount of Thirty thousand dollars, ($30,000.00), in full and final settlement of a contract dispute concerning payment under Contract 47564, Spec 6544, Street Resurfacing Program.

Resolution providing for an Agility Agreement between the Department of Public Works, City of Pittsburgh, and the Department of Transportation, Commonwealth of Pennsylvania, to allow for the trading of maintenance functions between the respective agencies.

Resolution granting unto the University of Pittsburgh Medical Center Presbyterian Hospital (UPMC) 200 Lothrop Street, Iroquois Building, Suite 207, Pittsburgh, PA 15231, their own cost and expense a decorative rail with bollards along the curb line of Fifth Avenue in the 4th Ward, 8th Council District of the City of Pittsburgh.

Resolution accepting the dedication of Betty Jane Way and Arthur Ralph Way in the 21st Ward, 6th Council District of the City of Pittsburgh.

Resolution providing the authorization to make all legitimate expenditures for payments and agreements or agreements with various agencies to supplement a summer youth employment program to youth residing in the City of Pittsburgh, wages and fringe benefits for supervisor/participant/administrative staff, workers' compensation, unemployment compensation, participant physicals, transportation, copier and supplies, and administrative expenditures necessary to implement the 2013 Pittsburgh Summer Youth Employment Program; and providing the periodic transfer of funds to be used in the Pittsburgh Summer Youth Employment Program for payment of cost thereof, cost not to exceed $125,000.00.

Cost not to exceed $12,218.75.

Resolution providing for the City of Pittsburgh to receive grant funding based on the filing of applications with the Commonwealth of Pennsylvania Department of Public Welfare for grants in connection with the Joint Jobs Initiative Program Employment Advancement and Retention Network (EARN). Providing authorization for the City of Pittsburgh to enter into agreements authorized by the Joint Jobs Initiative Program Employment Advancement and Retention Network (EARN), as amended; Providing for required assurances; execution of payment vouchers and of certification of authorized signatures; providing for contracts with various agencies/employers for services and programs related to training and employment for the Joint Jobs Initiative Program Employment Advancement and Retention Network (EARN) and providing for the deposit of funds into a bank account.

Resolution authorizing the issuance of a warrant in favor of the Sheraton Hotel Station Square in an amount not to exceed ten thousand, seven hundred, thirty eight dollars and seventy five cents, for the Citiparks Seniors Program Volunteer Recognition Gala; and providing for the payment thereof. Ordinance amending the Pittsburgh Code, Title Nine, Zoning, Article I, Section 902.03 Zoning Map, by changing from R1D-H, Residential Single-Unit Detached, High Density District; R1A-H, Residential Single-Unit Attached, High Density District; and P Parks District; to R2-H, Residential Two-Unit, High Density District; RM-M, Residential Multi-Unit, Moderate Density District; RM-H, Residential Multi-Unit, High Density District and LNC, Local Neighborhood Commercial District; various properties located between Larimer Avenue and Negley Run Road and between Larimer Avenue and Paulson Avenue in the neighborhood of Larimer; 11th & 12th Wards. Resolution Authorizing the filing, jointly with the County of Allegheny, of an application for federal assistance with the U.S. Department of Transportation for an FY 2013 TIGER Discretionary Grant in the maximum amount of $20,000,000 for the Lower Hill Redevelopment Project. (Council District 6)

Resolution authorizing a Cooperation Agreement with the County of Allegheny and the Sports & Exhibition Authority of Pittsburgh and Allegheny County (“SEA”) whereby the City and the County each designate the SEA as their agent for administration of an FY 2013 TIGER Discretionary Grant in the maximum amount of $20,000,000 from the U.S. Department of Transportation for the Lower Hill Redevelopment Project. (Council District 6)

Ordinance amending and supplementing the Pittsburgh Code, Title II, Fiscal, Article IX - Property Taxes, Chapter 263, Real Property Tax and Exemption, Section 263.11 Definitions, 263.12 Exemption Authority, and 263.13 Procedures, by adding and deleting language as it relates to the real property tax exemption program and process for application, originally enacted by Ordinance Number 2 of 1993.

NOW, THEREFORE BE IT RESOLVED that the Council of the City of Pittsburgh does hereby recognize and congratulate the Oliver Citywide Academy boys' basketball team for their achievements; and BE IT FURTHER RESOLVED that the Council of the City of Pittsburgh does hereby declare Tuesday, May 14, 2013 to be “Oliver Citywide Academy Day” in the City of Pittsburgh.

NOW, THEREFORE BE IT RESOLVED that the Council of the City of Pittsburgh does hereby commend the Jewish Sports Hall of Fame of Western Pennsylvania for its efforts to promote and recognize Jewish athletes, past and present; and, BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh does hereby declare May 19, 2013, to be “JEWISH SPORTS HALL OF FAME DAY” in the City of Pittsburgh.

NOW, THEREFORE BE IT RESOLVED that the Council of the City of Pittsburgh does hereby recognize and honor the Endangered Species Action Team for their dedication to raising awareness and protecting wildlife; and BE IT FURTHER RESOLVED that the Council of the City of Pittsburgh does hereby declare Friday, May 17, 2013, to be “Endangered Species Day” in the City of Pittsburgh.

NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby commend; Dr. Vernell A. Lillie for her commitment to African- American theater in the City of Pittsburgh and, BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh does hereby declare Friday, May, 17 , 2013, to be “ ” in the City of Pittsburgh.

NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of Pittsburgh does wish Patricia Connolly a very happy 73rd birthday, and does hereby recognize and thank her for her lifetime of selfless service to others, giving anything she can to better the lives of those around her; and BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh does hereby declare Tuesday, May 14th 2013 “Patricia Connolly Day” in the City of Pittsburgh.

NOW, THEREFORE BE IT RESOLVED that the Council of the City of Pittsburgh does hereby recognize and commend the Cancer Caring Center for 25 years of outstanding support to cancer survivors and their families and friends in the Pittsburgh region; and, BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh does hereby declare Tuesday, May 14, 2013, to be “CANCER CARING CENTER DAY” in the City of Pittsburgh.

NOW, THEREFORE BE IT RESOLVED that the Council of the City of Pittsburgh does hereby recognize and commend the International Union of Operating Engineers Local 95 for its investment in its property and its community and congratulates Local 95 for its willingness to make this resource available to the community; and, BE IT FURTHER RESOLVED, , that the Council of the City of Pittsburgh does hereby declare Friday , May 10, 2013, to be “ IUOE LOCAL 95 DAY ” in the City of Pittsburgh.

NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby commend Mr. Bob Jacoby for his exceptional career and service; and, BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh does hereby declare Sunday, May 19, 2013, to be “Coach Jacoby Day” in the City of Pittsburgh.

NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby stand by the Rivers workers until the Rivers Casino respects their demand for a free and fair process to form a union and fulfills its promise of good jobs for our community.
