WHEREAS, Barrel & Flow, America’s favorite brew festival two years running, will again be held in Pittsburgh at The Stacks at 3 Crossings, an open-air plaza on the Allegheny River in the historic Strip District on August 10th; and,

Resolution authorizing, pursuant to Ch. 210 (“Acceptance of Gifts to City”) of the City Code, the Mayor and the Director of the Department of Mobility and Infrastructure to accept a donation from The Buncher Company in the amount of ONE HUNDRED FORTY THOUSAND NINE HUNDRED FIFTY FIVE DOLLARS AND SIXTY SEVEN CENTS ($140,955.67) for a portion of the costs associated with installing a traffic signal at 15th Street and Smallman Street in the Strip District and further amending Resolution No. 647 of 2020, effective December 23, 2020, as amended, entitled “Resolution adopting and approving the 2021 Capital Budget and the 2021 Community Development Block Grant Program, and the 2021 through 2026 Capital Improvement Program” by increasing SMALLMAN ST. RECONSTRUCTION by $140,955.67.

Resolution authorizing The Mayor of the City of Pittsburgh and the Director of the Department of Mobility and Infrastructure to apply for grant funding from the PA Department of Conservation and Natural Resources (DCNR) Community Conservation Partnerships Program (C2P2) to provide funding for the acquisition of a stretch of rail line located between 24th - 33rd Streets in the Strip District from CSX Transportation through the railbanking process. In the event the grant is awarded, this resolution provides for an agreement and expenditures not to exceed FIVE HUNDRED THOUSAND DOLLARS ($500,000.00) dollars for this stated purpose. This grant will be used in conjunction with capital funds to execute contracts. In the event that the city is awarded the grant, the total project cost is not to exceed ONE MILLION ($1,000,000) dollars.

Resolution providing for an agreement or agreements between the City of Pittsburgh and McCaffery Interests, Inc. and/or the Urban Redevelopment Authority in connection with improvements to the cartway generally at the Strip District Terminal at 1600 Smallman Street and for access to make those improvements to the cartway and for temporary operation and maintenance of the cartway, in anticipation of a future public Right of Way, public parking, public operation and maintenance of the cartway, and potential public dedication of the cartway at the site.

Resolution authorizing the Urban Redevelopment Authority of Pittsburgh to submit an Application to the Pennsylvania Office of the Budget for a Redevelopment Assistance Capital Program grant of up to $500,000 for the Strip District Riverbank Improvements project. (Council District 7)

Resolution further amending Resolution No. 252, effective May 8, 2017, entitled “Authorizing the execution of a cooperation agreement or agreements with the Urban Redevelopment Authority of Pittsburgh providing for reimbursement from the Urban Redevelopment Authority of Pittsburgh of certain costs to be incurred by the City of Pittsburgh related to Smallman Street in the Strip District of the City of Pittsburgh,” as amended by Resolution No. 745, effective December 8, 2017 authorizing the Mayor and Director of the Department of Mobility and Infrastructure to execute relevant agreements to receive grant funding to support Smallman Street Preliminary and Final Design, and further providing for agreements and expenditures at an anticipated cost of $457,412.56 for this stated purpose. Resolution granting unto Three Crossings Riverfront East, L.P., a Pennsylvania limited partnership, One Oxford Centre, Suite 4500, Pittsburgh, PA 15219, its successors and assigns, an encroachment (i) for a staircase that is part of its riverfront development, and (ii) to construct, maintain and use at its own cost and expense, the streetscaping features described herein, for the benefit of the public right of way and neighboring properties on the right of way at 26th Street from Railroad Street north to the Allegheny River, in the Strip District neighborhood of the of the City of Pittsburgh, 2nd Ward, 7th Council District.

NOW, THEREFORE BE IT RESOLVED that the Council of the City of Pittsburgh does hereby recognize the ongoing contributions that Anthony Falcon has made to the cuisine of Pittsburgh and the cultural vibrancy of the Strip District; and, BE IT FURTHER RESOLVED that the Council of the City of Pittsburgh does hereby declare May 18, 2015, “Anthony ‘Gaucho’ Falcon Day” in the City of Pittsburgh.

Resolution authorizing the Urban Redevelopment Authority of Pittsburgh to pursue a tax increment financing proposal for portions of the Lower Strip District Redevelopment Area (pending certification). (Council District 6).

WHEREAS operating as Southwestern Pennsylvania's only licensed freestanding birth center, the Midwife Center for Birth & Women's Health has provided thousands of women with exceptional healthcare since its opening in 1982; and WHEREAS under the supervision of Certified Nurse-Midwives (CNM), the Midwife Center provides impeccable pregnancy, birthing, and gynecological care for women during all stages of their lives; and WHEREAS the Center's aforementioned Certified Nurse-Midwives are licensed by the Pennsylvania Board of Medicine and have received significant honors including the American College of Nurse Midwives Foundation, Inc.'s "With Woman, For A Lifetime" Golden Commendation Award (2002) and the Pittsburgh Post-Gazette's "Dozen Who Made A Difference" Award (2003); and WHEREAS while the Midwife Center has operated as part of a larger parent hospital for much of its 25-year history, in early 2000, the Midwife Center, assisted by community and foundation support, was able to establish an independent, non-profit, birth center in Pittsburgh's Strip District, while continuing to enjoy staff privileges and 24-hour physician consultation/back-up from Allegheny General Hospital; and WHEREAS thanks to the Midwife Center's unique philosophy of care, the superior efforts of its accomplished staff, and its long-standing relationships with its Medical Director and team of collaborating physicians, the Center has attained a standard of excellence in the health outcomes of its patients as these outcomes relate to higher than average birth weights and lower than average rates of premature birth and cesarean section; and WHEREAS the Midwife Center has remained true to its fundamental commitment to serve women who have been marginalized from traditional health care settings by instituting a number of different program initiatives including its walk-in program known as "With Woman Fridays." NOW THEREFORE BE IT RESOLVED that the Council of the City of Pittsburgh does hereby wish to commend and congratulate the Midwife Center for Birth & Women's Health on its 25th anniversary, while additionally thanking the Center for ensuring the health and wellbeing of thousands of local women and their children.

WHEREAS, on April 25th, 2007, Three Rivers Youth (TRY) will hold its Nellie Leadership Awards celebration; and WHEREAS, Three Rivers Youth is a private, non-profit agency that offers services to abused, neglected, runaway and homeless youth and their families between the ages of 12 and 21; and WHEREAS, since 1880, this organization has worked to be a leader in innovative programming when providing comprehensive services for at-risk youth; and WHEREAS, Three Rivers Youth currently houses homeless and runaway youth through its Transitional Living, Group Homes and Loft programs; and WHEREAS, the organization maintains an outreach and drop-off center, known as the Hub, which provides immediate and emergency services at a convenient location in the Strip District; and WHEREAS, the 2007 Nellie Leadership Awardees are: · Rev. Dr. William and Mrs. Christine Curtis and Family, Faith; and · Mrs. Carol and Benjamin Iddriss and Family, Community; and · Mrs. Judy O'Connor and Family, Civic; and · Dr. Thomas and Mrs. Joy Starzl and Family, Humanitarian; and · The Honorable Dwayne and Mrs. Joy Woodruff and Family, Public Service; and NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of Pittsburgh commends and thanks Three Rivers Youth for its dedication to serving homeless and at-risk youth and congratulates this year's Nellie Leadership awardees; and BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh hereby declares April 25, 2007, "Three Rivers Youth Day" in the City of Pittsburgh.

Ordinance amending the Pittsburgh Zoning Code, Title Nine, Article One, Chapter 902 Section 902.03, and Zoning District Map Nos. 7, 11, and 12 by changing various zoning district classifications in the STRIP DISTRICT neighborhood in accord with Map Pittsburgh: Zoning for your Neighborhood, the city's zoning re-mapping project relative to the city's new Urban Zoning Code.

Resolution requesting the approval of an inter-municipal transfer of a restaurant liquor license, License No. R-18761, from National Builders and Acceptance Corp., as the secured creditor of Freddy's Restaurant and Lounge, Inc, which is no longer in existence, but formerly located at 211 Washington Avenue, Dravosburg C/O The Liquor Control Board, to a location in the Strip District, 1814 Penn Avenue, Suite 200, Pittsburgh PA 15219, pursuant to amended Pennsylvania Liquor Code, §4-461.

Resolution requesting the approval of an inter-municipal transfer of a restaurant liquor license, License No. R-8768, from A & L Russano, Inc., 3324 Babcock Boulevard, Pittsburgh, Pennsylvania 15237, to a location in the Strip District, 103 Twenty-first Street, Pittsburgh, Pennsylvania, 15222, pursuant to amended Pennsylvania Liquor Code, §4-461.
