NOW THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby recognize and honor the life of Darren Morris, commending his lifelong dedication to service, community, and family; and, BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh does hereby declare September 22, 2025 to be “Darren Morris Day” in the City of Pittsburgh.

NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby recognize Bishop Emeritus David A. Zubik for his decades of faithful service and his enduring commitment to the mission of the Church; and, BE IT FURTHER RESOLVED that the Council of the City of Pittsburgh does hereby declare Tuesday, September 30, 2025 to be “Bishop Emeritus David A. Zubik Day” in the City of Pittsburgh.

NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby recognize Bishop Mark A. Eckman for his unwavering dedication to the Gospel, his pastoral heart, and his vision for a Church united in love and service; and, BE IT FURTHER RESOLVED that the Council of the City of Pittsburgh does hereby declare Tuesday, September 30, 2025 to be “Bishop Mark A Eckman Day” in the City of Pittsburgh.

NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby declare September 27, 2025 to be “Fifth Avenue High Class of 1965 Day” in the City of Pittsburgh.

NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby declare the September 29th, 2025 to be “Cheri Smith Day” in the City of Pittsburgh.

NOW, THEREFORE, BE IT RESOLVED, that the City of Pittsburgh hereby declares September 30, 2025 “Women in Bio (WIB) Day of P.O.W.E.R.”

NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does commend the Fineview Citizens Council and the community of Fineview for thirty years of dedication and spirit through the Step Challenge; and, BE IT FURTHER RESOLVED that the Council of the City of Pittsburgh does hereby declare, Saturday, October 4, 2025, to be “Fineview Step Challenge Day” in the City of Pittsburgh.

NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does commend Reel Q for forty years of extraordinary contributions to cinema, culture, and LGBTQ+ visibility; and BE IT FURTHER RESOLVED that the Council of the City of Pittsburgh does hereby declare, Friday, October 3, 2025, to be “Reel Q Film Festival Day” in the City of Pittsburgh.

Resolution authorizing the issuance of a warrant in favor of Sol Engineering Solutions, LLC, for expert witness services in connection with a litigation matter filed in the Allegheny County Court of Common Pleas at G. D. 23-000081 for an amount not to exceed SIX THOUSAND FIVE HUNDRED SIXTY-NINE DOLLARS AND SIXTY CENTS ($6,569.60) over one year. (Executive Session held 9/30/25)

Resolution authorizing the issuance of a warrant in favor of Navada Burwell in an amount not to exceed THREE THOUSAND FOUR HUNDRED SEVENTY-FIVE DOLLARS AND ZERO CENTS ($3,475.00) over one year, in full and final settlement of a claim (22C-0258) for damage to her parked vehicle from an accident with a City PW vehicle on January 19, 2022. (Executive Session held 9/30/25)

Resolution adopting Plan Revision to the City of Pittsburgh’s Official Sewage Facilities Plan for 5804 Bryant Street, Pittsburgh, PA 15206 at no cost to the City.

Resolution further amending Resolution No. 857 of 2023, effective December 27, 2023, as amended, entitled “Resolution adopting and approving the 2024 Capital Budget, the proposed 2024 Community Development Program, and the 2024 through 2029 Capital Improvement Program” by reducing BRIDGE PRESERVATION AND RESTORATION FUND (TIP) by Fifty Thousand Dollars and Zero Cents ($50,000.00), increasing BRIDGE UPGRADES by Ten Thousand Seven Hundred Fifty Dollars and Zero Cents ($10,750.00), and increasing SWINDELL BRIDGE (TIP) by Seven Hundred Eighty-Five Thousand Dollars and Zero Cents ($785,000.00), Seven Hundred Forty-Five Thousand Seven Hundred Fifty Dollars and Zero Cents ($745,750.00) of which is reimbursable by the Federal Highway Administration and Pennsylvania Department of Transportation at no cost to the City of Pittsburgh.

Resolution authorizing the Mayor and the Director of City Planning to enter into, on behalf of the City of Pittsburgh a Professional Services Agreement or Agreements with Evolve Environment: Architecture, to provide services to create historic district design guidelines for the Mexican War Streets and the Manchester Historic Districts, at a total cost not to exceed Thirty Seven Thousand Five Hundred ($37,500) dollars.

Resolution authorizing the Mayor and the Director of City Planning to enter on behalf of the City of Pittsburgh to enter into a Professional Services Agreement or Agreements with Practical Preservation, LLC., to provide historic preservation services to complete an updated architectural inventory and National Register assessment of Civil Rights History for the Manchester Historic District and to revise the National Register form, at a total cost not to exceed Forty Thousand ($40,000) dollars.

Resolution providing for the designation as a Historic Site under Title 11 of the Code of Ordinances that certain site known as Westinghouse Park, located at 320 North Murtland Street (125-S-174), in the Point Breeze North neighborhood, in the 14th Ward, City of Pittsburgh. The owner of the property supports the nomination and there is no cost to the City. (Public Hearing held 12/5/25)

Resolution providing for a supplemental agreement or agreements with HDR Engineering, Inc. for costs associated with Final Design of the Swindell Bridge Project, and providing for the payment of costs thereof, not to exceed Three Million Six Hundred Eighteen Thousand Eighty-Five Dollars and Thirty-Eight Cents ($3,618,085,38), an increase of Two Million Four Hundred Forty-Four Thousand One Hundred Fifty-Seven Dollars and Eighty-One Cents ($2,444,157.81), reimbursable at 95%.

Resolution amending Resolution 309 of 2024, which provided for an amended Reimbursement Agreement or Agreements with the Pennsylvania Department of Transportation for costs associated with the Preliminary Design, Final Design, & Right of Way phases of the Swindell Bridge construction project, and providing for the payment of costs thereof, not to exceed Four Million Five Hundred Eighty-Five Thousand Dollars ($4,585,000.00), an increase of Seven Hundred Eighty-Five Thousand Dollars ($785,000.00) from the previously executed agreement (54006.2); reimbursable at ninety five percent; and the municipal share of Commonwealth Incurred Costs not to exceed Seven Thousand Dollars ($7,000.00), no increase from the previously executed agreement (54006.2).

Resolution providing for an amended Agreement for Construction services with Power Contracting Company for the CBD Phase 4 project at a cost thereof, not to exceed Three Million Eight Hundred Twenty-Nine Thousand Four Hundred Ten Dollars and Four Cents ($3,829,410.04), an increase of Seven Thousand Two Hundred Eight Dollars and Eighty-Four Cents ($7,208.84) from the previously legislated contract authorization (610 of 2022);

Resolution authorizing the acceptance by the City of Pittsburgh of the dedication of 35 parcels to the public right of way in the 1st, 3rd, 7th, 8th, 11th, 12th, 13th, 21st, and 22nd Wards of the City of Pittsburgh (Council Districts 1, 6, 7, 8 & 9) at no cost to the City.

Resolution authorizing execution of a Deed, pursuant to the Summerset Cooperation Agreement of 2002, by and between the Urban Redevelopment Authority of Pittsburgh and the City of Pittsburgh for the sale of seven (7) parcels located in the 14 Ward of the City of Pittsburgh designated in the Deed Registry Office of Allegheny County as Block 088-L, Lot 150, Block 088-M, Lot 200, Block 088-H, Lot 161, Block 128-R, Lot 100, Block 128-R, Lot 200, Block 129-A, Lot 160, and Block 129-N, Lot 040 (Council District 5), at no cost to the City.

Resolution authorizing execution of a Deed, by and between the Urban Redevelopment Authority of Pittsburgh and the City of Pittsburgh, for the sale purchase of 21 parcels in the 10th, 14th, 16th, and 24th Wards of the City of Pittsburgh (Council Districts 1, 3, 5, 7, & 9) to be dedicated as public greenspace at no cost to the City.

Resolution authorizing the Mayor and the Director of the Department of Public Works to enter into an Agreement or Agreements with Tree Pittsburgh to conduct urban forestry programming in an amount not to exceed Fifty Thousand Dollars ($50,000.00). (Waiver of Competitive Process Received)
