To authorize the Director of Recreation and Parks to apply for grant funding from the Mid-Ohio Regional Planning Commission (MORPC) for Transportation Alternative Program funding which will be used to build a section of the Big Walnut Trail, from Cherrybottom Park to Morse Road; and to declare an emergency. To authorize the Director of the Department of Finance and Management to issue a purchase order to Heritage Fire Equipment, LLC for improvements to Fire Ladder 32 in accordance with the universal term contract established for such purpose; to authorize the expenditure of $127,591.56 from the Fleet Operating Fund; and to declare an emergency. ($127,591.56)

To authorize the Director of the Department of Recreation and Parks to modify an existing contract with API Security Services for security services at City of Columbus pools, sports facilities and other locations; to authorize the expenditure of $125,000.00 from the Recreation and Parks Operating Fund; and to declare an emergency. ($125,000.00)

To authorize the appropriation and expenditure of up to $3,800,000.00 from the Collection Fees fund; to authorize the City Attorney to enter into contracts with Capital Recovery Systems, Inc., Law Offices of Robert A. Schuerger Co., LPA, and Linebarger, Goggan, Blair & Sampson, LLP for the collection of delinquent accounts; and to declare an emergency. ($3,800,000.00)

To grant a Variance from the provisions of Sections 3356.03, C-4 permitted uses; 3312.27(4), Parking setback line; and 3356.11(4), C-4 district setback lines, of the Columbus City Codes; for the property located at 1423-1425 BRIARWOOD AVE. (43211), to allow a two-unit dwelling with reduced development standards in the C-4, Commercial District (Council Variance #CV24-047).

To authorize the Finance and Management Director on behalf of the Fleet Management Division to enter into contract with Pavement Protectors Inc for coal tar emulsion sealing on the Fleet Management facility.; to authorize the expenditure of $80,200.00 from the Fleet Management Operating Fund; and to declare an emergency. ($80,200.00)

To authorize the City Auditor to enter into an agreement for auditing services with the Auditor of State for the calendar year 2024, for the City of Columbus and the Office of the Franklin County Municipal Court Clerk, and to authorize the expenditure of up to $347,530.00 from the General Fund. ($347,530.00)

To rezone 6085 WINCHESTER PIKE (43110), being 18.84± acres located on the south side of Winchester Pike, 1,100± feet east of Gender Road, From: L-C-4, Limited Commercial and CPD, Commercial Planned Development districts, To: CPD, Commercial Planned Development District(Rezoning #Z23-067).

To authorize the Director of Recreation and Parks to enter into contract with Kramer Engineers to provide professional services associated with the Lighting Improvements 2023-2024 Project; to authorize the expenditure of $109,800.00 from the Recreation and Parks Voted Bond Fund; and to declare an emergency. ($109,800.00)

To authorize the City Auditor to transfer $298,875.00 between Object Classes within the Coronavirus Local Fiscal Recovery Fund Budget; and to authorize the City Auditor to transfer $298,875.00 from the Coronavirus Local Fiscal Recovery Fund to the Water Operating Fund to reimburse the Water Operating Fund for one-time bill credits issued as part of the Low Income Water and Sewer Discount Program. ($298,875.00).

To grant a Variance from the provisions of Sections 3332.035, R-3 residential district; 3332.05(A)(4), Area district lot width requirements; and 3332.13, R-3 area district requirements, of the Columbus City Codes; for the property located at 1142-1144 20TH AVE. (43211), to allow a two-unit dwelling with reduced development standards in the R-3, Residential District (Council Variance #CV24-059).

To authorize and direct the City Auditor to establish an auditor’s certificate in the amount of $250,000.00 for various expenditures for labor, materials, and equipment in conjunction with park improvements within the Recreation and Parks Department; and to authorize the expenditure of $250,000.00 from the Recreation and Parks Voted Bond Fund. ($250,000.00)

To authorize the Finance and Management Director to enter into a Universal Term Contract for the option to purchase Rockwell Automation, Allen Bradley Parts with McNaughton-McKay Electric Company in accordance with the sole source provisions of the Columbus City Code; to authorize the expenditure of $1.00; and to declare an emergency. ($1.00).

To set forth a statement of municipal services and zoning conditions to be provided to the area contained in a proposed annexation (AN24-002) of 22.0± Acres in Franklin Township to the city of Columbus as required by the Ohio Revised Code and to declare an emergency.

To authorize the Director of Recreation and Parks to enter into contract with E.L. Robinson Engineering of Ohio Co. to provide professional services for the Big Walnut Trail - Refugee Road to East Main Street - Stage 1 Project; to authorize the transfer of $692,000.00 within the Recreation and Parks Voted Bond Fund, to authorize the expenditure of $692,000.00 from the Recreation and Parks Voted Bond Fund; and to declare an emergency. ($692,000.00)

To authorize the Director of the Department of Public Service to execute those documents necessary to vacate a 0.023 acre portion of right-of-way known as West Capital Street to the Department of Finance and Management; and to declare an emergency. ($0.00)

To grant a Variance from the provisions of Sections 3312.27, Parking setback line; 3333.18, Building lines; and 3333.255, Perimeter yard, of the Columbus City Codes; for the property located at 4480 DESANTIS CT. (43214), to allow reduced development standards for an apartment complex in the AR-O, Apartment Office District (Council Variance #CV24-042).

To authorize the Director of Recreation and Parks to enter into contract with Builderscape, Inc. for the Italian Village Park Improvements Project; to authorize the appropriation of $171,750.00 within the Recreation and Parks Permanent Improvement Fund; to authorize the expenditure of $1,237,913.00 from the Recreation and Parks Permanent Improvement Fund, Special Purpose Subfund, and Voted Bond Fund; and to declare an emergency. ($1,237,913.00)

To authorize the Director of Public Service and Director of Recreation and Parks to submit applications for the Local Transportation Improvement Program and State Capital Improvement Program and to execute project agreements for approved projects; to authorize the Director of Public Service, Director of Recreation and Parks and the Director of Finance and Management to submit loan documents and borrow money from the Ohio Public Works Commission for projects as awarded under the State Capital Improvement Program; to authorize the Director of Finance and Management and City Auditor, as appropriate, to sign for funding use certification, local match availability, and to certify loan portion repayment. Gonzalez “requesting the Department of EHD provide the governing body details on any additional contributions /givebacks made by the developer in addition to how the contributions were distributed.
