Resolution authorizing Council’s consent to an extension, pursuant to § 922.05.D of the Pittsburgh Code of Ordinances (the “Zoning Code”), of the deadline for the Planning Commission to act on Council Bill #2024-0959.

NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby recognize that this rich legacy shall be honored as a precious artifact in the canon of American music, where jazz and hip-hop converse not only in sound, but in spirit. BE IT FURTHER RESOLVED that the Council of the City of Pittsburgh does hereby declare, July 26th, 2025 to be “Nas Day” in the City of Pittsburgh.

To rezone 3355 REFUGEE RD. (43232), being 9.03± acres located on the south side of Refugee Road, 1,800± feet east of Winchester Pike, From: L-C-4, Limited Commercial District, To: AR-1, Apartment Residential District (Rezoning #Z24-056).

To authorize the Director of the Department of Neighborhoods to enter into a non-profit grant agreement with Student Success Stores; and to authorize the expenditure up to $20,000.00 from the Department of Neighborhoods General Fund. ($20,000.00)

To authorize the Director of the Department of Public Safety to enter into a contract with Magnet Forensics, LLC to renew digital licenses and procure additional software licenses; to waive the competitive bidding provisions of the Columbus City Code; to authorize the expenditure of $201,770.64 from the Law Enforcement Contraband Seizure Fund, and to declare an emergency. ($201,770.64)

To authorize the Director of the Department of Neighborhoods to enter into a non-profit grant agreement with St. Stephen’s Community Services, Inc. dba St. Stephen’s Community House; to authorize the expenditures up to $38,558.00 from the Department of Neighborhoods General Fund; to authorize the payment of reasonable food and non-alcoholic beverage expenses; to authorize the payment of expenses starting September 1, 2025; and to declare an emergency. ($38,558.00)

To grant a Variance from the provisions of Sections 3333.02, AR-12, ARLD and AR-1 apartment residential district use; 3312.49(C), Required parking; 3333.09, Area requirements; 3333.16, Fronting; and 3333.24, Rear yard, of the Columbus City Codes; for the property located at 39 LINWOOD AVE. (43205), to allow two single-unit dwellings on one lot with reduced development standards in the ARLD, Apartment Residential District (Council Variance #CV25-015).

To rezone 3639 GENDER RD. (43110), being 3.96± acres located on the west side of Gender Road, 200± feet south of Upperridge Drive, From: CPD, Commercial Planned Development District, To: AR-3, Apartment Residential District and to declare an emergency (Rezoning #Z24-078).

To authorize and direct the Board of Health to accept grant funds from the Ohio Department of Health and any additional funds for the Child Injury Prevention grant program; to authorize the appropriation of funds, including any additional funds, from the unappropriated balance of the Ohio Department of Health Grant Funds; and to authorize the City Auditor to transfer appropriations between object classes for the Child Injury Prevention grant program and to declare an emergency. ($107,000.00)

To grant a Variance from the provisions of Sections 3312.21(D)(1), Parking lot screening; 3312.49(C), Required parking; 3333.18(B), Building lines; and 3333.255, Perimeter yard, of the Columbus City Codes; for the property located at 3355 REFUGEE RD. (43232), to allow reduced development standards for an apartment complex in the AR-1, Apartment Residential District (Council Variance #CV24-138).

To authorize the Board of Health to enter into a contract with Health Access LLC, for the Ending the HIV Epidemic (EHE) Grant Program for the provision of services allowable under the grant for persons with HIV or AIDS in central Ohio; to authorize the expenditure from the Health Department Grants Fund to pay the costs thereof; to request a bid waiver according to City Code 329; and to declare an emergency. ($75,000.00)

To authorize the Director of Public Safety to renew a contract with Heritage Health Solutions, Inc. for the Division of Police, for the purpose of processing, negotiating, and auditing prisoner medical claims; and to authorize the expenditure of $72,565.56 from the General Fund. ($72,565.56)

To authorize the Director of the Department of Public Utilities to modify an existing settlement agreement with Del-Co Water Company, Inc. that established certain areas within Franklin County and Delaware County as service areas to receive water service from either the City of Columbus or Del-Co, and to declare an emergency.
