Resolution further amending Resolution No. 647 of 2020, effective December 23, 2020, as amended, entitled “Resolution adopting and approving the 2021 Capital Budget and the 2021 Community Development Block Grant Program, and the 2021 through 2026 Capital Improvement Program” by increasing HOME INVESTMENT PARTNERSHIPS PROGRAM-AMERICAN RECOVERY PROGRAM (HOME-ARP) by Twelve Thousand Four Hundred Forty-Eight Dollars and Zero Cents ($12,448.00) to account for additional U.S. Department of Housing & Urban Development funding being received by the City of Pittsburgh.

Resolution amending Resolution 561 of 2024, which authorized Agreements or Agreements with agencies to provide Supportive Services related to the HOME-ARP, by increasing the allocations for Jubilee Association by Fifty Thousand Dollars ($50,000.00) and the Salvation Army by Two Hundred Sixty-Two Thousand, Four Hundred Forty-Eight Dollars ($262,448.00), for a new total cost not to exceed Five Hundred Twelve Thousand Four Hundred Forty-Eight Dollars ($512,448) over 2 years.

Resolution amending Resolution No. 716 of 2024, which authorized the City of Pittsburgh to extend a Professional Service Agreement(s) with STR Grants, LLC for software services relating to the eProperties Plus profiling system, by extending the term by one year at an additional cost not to exceed Sixty Thousand, Two Hundred and Sixty-One Dollars and Sixty-Six Cents ($60,261.66).

Resolution authorizing the Mayor and the Director of the Department of Finance to execute a special warranty deed or deeds, and any other necessary or appropriate documents, agreements, and instruments, accepting all of the Sports and Exhibition Authority’s right, title, and interest in parcels 8-J-98, 8-N-50, 8-K-12, 8-K-26, 7-M-150, 8-K-24, 8-K-25, 8-K-28, 8-K-16 and an agreed upon portion of Parcel 8-L-8 (collectively, “North Shore Riverfront Park”), in the 22nd Ward, Council District 6 of the City of Pittsburgh, and authorizing the payment of One Dollar ($1.00) plus costs in exchange for the parcels.

Resolution authorizing the Mayor and the Director of Finance to enter into, on behalf of the City of Pittsburgh, a lease agreement or agreements with New Cingular Wireless PCS, LLC, to utilize a portion of that certain City-owned building located at 822 Crucible Street, 20th Ward, Council District 2, City of Pittsburgh, for the purpose of placing and maintaining telecommunications equipment, at no cost to the City.

Resolution amending Resolution 285 of 2024, which authorized the City of Pittsburgh to negotiate a Cooperation Agreement or Agreements with the County of Allegheny, the Pittsburgh Public School District, and the Pittsburgh Land Bank, by fully authorizing the execution of said Agreement or Agreements.

Resolution authorizing the Mayor and the Director of Department of Finance, on behalf of the City of Pittsburgh, to enter into a Bill or Bills of Sale, Assignment, and Indenture with Pittsburgh Water and Sewer Authority (d/b/a Pittsburgh Water) for Leased Property, pursuant to the July 1995 Capital Lease Agreement, for total amount not to exceed One Dollar ($1.00). Resolution amending Resolution No. 386, effective June 19, 2019, entitled “authorizing the Mayor and the Director of the Department of Public Works, to enter into an Agreement or Agreements, or the use of existing Agreements, between the City of Pittsburgh and Pashek + MTR, for the professional landscape architectural services for South Side Park Phase I Design, at a cost not to exceed Four Hundred Sixty-One Thousand, Two hundred and Twenty Dollars (461,220.00),” by increasing the total allocation by the amount of One Hundred Sixteen Thousand Eight Hundred Thirty-Five Dollars and Eighty-Two Cents ($116,835.82) for a new total of Five Hundred Seventy-Eight Thousand Fifty-Five Dollars and Eighty-Two Cents ($578,055.82).

Resolution authorizing the Mayor and the Director of the Department of Public Works to enter into an Agreement or Agreements with Larson Design Group for costs associated with limited pre-construction, and construction services/management, inspections, and special inspections related to new construction of a combined public safety station, and providing for payment not to exceed Seven Hundred Thirty-Two Thousand, Nine Hundred and Thirty-Seven Dollars and Thirty-Four Cents ($732,937.34), over a period of two (2) years.

Ordinance supplementing the Pittsburgh Code of Ordinances, Title Nine: Zoning Code, Article I: Introduction and Establishment, Chapter 902: Zoning Districts in General, at Section 902.01: Establishment of Zoning Districts, by adding a new Residential Planned Unit Development District at Subsection 902.01.D.2.a to be identified as (1) Banksville Golden Horizons; at Article IV: Planning Districts, Chapter 909: Planned Development Districts, Section 909.02: PUD, Planned Unit Development District, by creating a new Residential Planned Unit Development District at Subsection 909.02.D.7 to be identified as Banksville Golden Horizons including rules and regulations; and by amending the City of Pittsburgh Zoning Map by changing from RM-M, Residential Multi-Unit Moderate Density and R1D-L, Residential Single-Unit Detached Low Density to Banksville Golden Horizons property consisting of the present Marian Manor and an adjacent parcel of vacant commercial land bisected by Greenboro Lane, all located in the 20th Ward. NOW, THEREFORE BE IT RESOLVED, that the Council of the City of Pittsburgh does hereby honor, posthumously, the late Edward B. Dunlap, Jr. and Anna Billante Dunlap for their exceptional contributions to business, faith, family, and philanthropy in Pittsburgh and across North America, and thanks the Dunlap family for carrying on their legacy through the Dunlap Family Foundation; and, BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh does hereby s declare Saturday, September 13, 2025 to be the late "Edward and Anna Billante Dunlap Day" in the City of Pittsburgh.

NOW, THEREFORE, BE IT RESOLVED, that the Council of the City of Pittsburgh honors Carnegie Library of Pittsburgh, its staff, and the countless residents who, through their support, ensure that libraries continue to thrive as inclusive and essential institutions for generations to come. BE IT FURTHER RESOLVED, that the Council of the City of Pittsburgh does hereby recognize the month of September, as “Love Your Library Month” in the City of Pittsburgh.
