To authorize the Director of the Department of Development to enter into a capital contribution agreement with the Star House for facility renovations; to authorize the expenditure in an amount up to $1,000,000.00 within the Development Taxable Bond Fund; and to authorize the advancement of funds on a predetermined schedule.
