WHEREAS, the Homeless Children’s Education Fund (HCEF) was established in 1999 to serve as an advocate for the youth experiencing homelessness in Allegheny County and the City of Pittsburgh, and to support the educational needs of over 3,212 children experiencing homelessness in Allegheny County with access to free, high quality, educational programs; and,
