WHEREAS, Judge Joseph K. Williams, III, a Pittsburgh native who attended Pittsburgh Public Schools and opened a private law practice in Manchester, has announced his retirement as judge of the Allegheny County Court of Common Pleas following 16 years of dedicated service; and,
