WHEREAS, the United States district courts are the trial courts of the federal court system. Within limits set by Congress and the Constitution, the district courts have jurisdiction to hear nearly all categories of federal cases, including both civil and criminal matters; and WHEREAS, the work of the federal courts touches upon many of the most significant issues affecting the American people, and federal judges exercise wide authority and discretion in the cases over which they preside; and WHEREAS, the Supreme Court justices, court of appeals judges, and district court judges are nominated by the President and confirmed by the United States Senate, as stated in the Constitution; and WHEREAS, the names of potential nominees are often recommended by Senators or sometimes by members of the House who are of the President's political party; and WHEREAS, in the U.S. District Court for the Western District of Pennsylvania there are currently ten active seats with three vacancies for judicial appointments; and WHEREAS, due to the passing of Judge Gary Lancaster in April 2013, the first black chief U.S. District judge in western Pennsylvania, there exists no African American presence on this court; and WHEREAS, Judicial diversity is a goal that should be embraced by all; and WHEREAS, there is concern among many people who care about ensuring that the federal judiciary reflects the diversity of our nation and that our courts inspire confidence among our communities; and WHEREAS, Diversity within the federal judiciary should be a paramount concern for all those affected by its decisions.
