To authorize the transfer of funds within the Morse Road TIF Fund and the Crosswoods TIF Fund; to appropriate funds in the Morse Road TIF Fund and the Crosswoods TIF Fund; to authorize the Director of the Department of Public Service to enter into contract with Shelly & Sands, Inc. for the Roadway Improvements Sinclair Road Sidewalks project; to authorize the expenditure of up to $4,208,039.72 from the Morse Road TIF Fund and the Crosswoods TIF Fund for the project; and to declare an emergency.
