To authorize the City Clerk to enter into a contract with Ohio State University for the creation of Immigrant Refugee, and Migrant Town Halls; to authorize an appropriation and expenditure within the Neighborhood Initiatives subfund; to authorize the reimbursement of expenditures incurred prior to the establishment of a purchase order; and to declare an emergency.
