To authorize the Director of the Department of Development to modify a grant agreement in an amount up to $3,000,000.00 to provide housing support and service coordination for the residents of the Colonial Village apartment complex to the Community Shelter Board; to authorize payment for reasonable food and non-alcoholic beverages for residents; to authorize the advancement of funds on a predetermined schedule; to authorize the transfer of $3,000,000.00 from the General Fund Citywide Account to the Department of Development General Fund Budget; to authorize the expenditure of $3,000,000.00 from the General Fund; and to declare an emergency.
