To authorize and direct the Administrative and Presiding Judge of the Franklin County Municipal Court to enter into the first year of a four-year agreement with the Franklin County Board of Commissioners, a government agency and authorizes the expenditure of up to $205,606.35 from the general fund for transport of persons taken into custody at the courthouse; and to declare an emergency.
