To authorize the City Clerk to enter into a grant agreement with Tailor Made 4 Success Inc. in support of their Tailor Made Teen program; to authorize an appropriation and expenditure of $20,000.00 within the Job Growth subfund; to authorize reimbursement of certain expenses incurred prior to the creation of the purchase order; and to declare an emergency.
