To authorize and direct the Administrative and Presiding Judge of the Franklin County Municipal Court to enter into the second year of a four-year contract with Avertest DBA Averhealth for monitoring services associated with the Secure Continuous Remote Alcohol Monitoring (SCRAM); to authorize the expenditure of $180,000.00 for monitoring services from the electronic alcohol monitoring fund; and to declare an emergency.
