To authorize the Executive Director of CelebrateOne to enter into a service contract with Physicians CareConnection for an amount of up to $1,300,000.00 for housing administration and housing support services; to transfer within and expend up to $1,300,000.00 from the General Fund; to waive the competitive bidding requirements of the Columbus City Codes; and to declare an emergency.
