To authorize the Director of the Office of Education to enter into a contract with Elevate Advocacy LLC to provide program management services in support of the Columbus Promise program; to authorize an appropriation and expenditure within the Job Growth subfund; to authorize payment for expenses incurred prior to the creation of the purchase order; to waive the competitive bidding requirements of Columbus City Code; and to declare an emergency.
