To authorize the Interim Director of Public Service to enter into a professional services contract with EMH&T for the Intersection Improvements - Refugee Road at Hines Road project; to authorize the expenditure of up to $600,000.00 from the Streets and Highways Bond Fund to pay for this contract; and to declare an emergency.
