To authorize the Director of Recreation and Parks to enter into advance-pay grant agreements with 44 local registered 501c3 non-profit organizations in support of summer youth programming; to authorize a transfer within the general fund and the Recreation and Parks Operating Fund; to authorize an appropriation and expenditure in the Recreation and Parks Operating Fund; and to declare an emergency.
