To authorize the Director of Public Utilities to modify and increase the professional engineering services contract with Osborn Engineering for the DOW Safety Improvements project; to amend the 2023 Capital Improvement Budget; to authorize a transfer of cash and appropriation between projects within the Water Bond Fund; and to approve an expenditure of up to $299,035.00 from the Water Bond Fund.
