To authorize the Director of the Department of Development to enter into a grant agreement in an amount up to $230,000.00 with Columbus State Community College to provide financial support for their Small Business Development Center staff; to authorize the transfer and expenditure of up to $230,000.00; to allow for the reimbursement of expenses incurred prior to the purchase order; to advance funding per a predetermined schedule; and to declare an emergency.
