To authorize the Director of the Department of Development to enter into a grant agreement with the Greater Columbus Sister Cities International, Inc. in an amount up to $225,000.00 for the purpose of promoting business, government, cultural, educational and environmental exchanges between the Columbus Sister Cities; to authorize a transfer of $75,000.00 within the general fund; to authorize an expenditure of up to $225,000.00 from the general fund; to authorize the advancement of funds on a predetermined schedule; and to declare an emergency.
