To authorize the City Clerk to enter into a grant agreement with East Main Street Special Improvement District of Columbus, Inc. in support of beautification efforts along the East Main corridor; to authorize the expenditure of $15,000.00 within the Neighborhood Initiatives subfund; and to declare an emergency.
