To appropriate funds within the Federal Transportation Grants Fund; to authorize the Director of Public Service to enter into contract with Strawser Paving Co., Inc. for the Resurfacing-Urban Paving-FRA-23-15.30 Indianola Avenue project; to authorize the expenditure of up to $2,115,416.28 from the Streets and Highways Bond Fund and the Federal Transportation Grants Fund for the project; to repay any unused grant funds at the end of the grant period; and to declare an emergency.
