To authorize the Director of the Department of Finance and Management enter into not-for-profit service contracts with Eckerd Youth Alternatives, Inc. to implement workforce training programming; to appropriate $200,000.00 from the unappropriated balance of the Sustainable Columbus Fund; to authorize the expenditure of $200,000.00 from the Sustainable Columbus Fund; and to declare an emergency.
