To authorize and direct the Director of the Department of Public Safety to enter into contracts with Alina Sharafutdinova DBA Village Venture, LLC for grant management services, and public entity Educational Service Center of Central Ohio serving as administrative agent for Franklin County Family and Children First Council for family case management and trauma services for the RREACT program, to waive the competitive bidding provisions of the Columbus City Code; to authorize an expenditure of $300,265.00 from the General Government Grant Fund; and to declare an emergency.
