To authorize the Director of the Department of Public Service, or a designee, to enter into contract with GMG Capital Inc. dba Alexander Hauling for the provision of snow removal and de-icing services this winter; to waive the competitive bidding requirements of the Columbus City Codes; to authorize the expenditure of $144,000.00 from the Street Construction Maintenance and Repair Fund for that purpose; and to declare an emergency.
