To authorize the Director of the Department of Development to enter a service contract with J&D Home Improvement Inc. dba The Basement Doctor for an amount up to $100,000.00 for the Division of Housing’s Residential Structural Foundation Replacement Program; to authorize the expenditure of up to $100,000.00 from the Affordable Housing bond fund; and to declare an emergency.
