To authorize the Director of the Department of Development to enter into the Northwest Metro Park Development Agreement with the Columbus & Franklin Co. Metropolitan Park District Metro Parks for the purpose of funding land acquisition for the development of a Metro Park, whether new or existing, within the northwest quadrant of Franklin County and adjacent areas thereto in the vicinity of the Heritage Trail; to authorize the transfer, appropriation, and expenditure of the funds deposited within the Hayden Run North TIF Fund; and to declare an emergency.
