To authorize and direct the Director of the Department of Public Safety to enter into contract with Alina Sharafutdinova DBA Village Venture LLC, for grant management services for the RREACT program; to waive the competitive bidding provisions of the Columbus City Code; to authorize an expenditure of $96,556.00 from the General Government Grant Fund; and to declare an emergency.
