To authorize the Director of the Department of Development to enter into a grant agreement with 1DiVineLine2Health for the purpose of rehabbing a facility for a drop-in center, food pantry and supportive office space for participants served in the program; to authorize the expenditure of up to $146,000.00 from the Development Taxable Bond Fund; to authorize reimbursement of expenses incurred prior to the purchase order; and to declare an emergency.
