To authorize the City Clerk to enter into a grant agreement with Franklinton Rising to complete the Kelton Avenue Training Project in an amount up to $20,000; to authorize an appropriation of $5,200 within the Neighborhood Initiatives subfund; to authorize an expenditure within the Neighborhood Initiatives subfund; and to declare an emergency.
