To authorize the Director of the Department of Development to enter into a Subaward Not-for Profit Service Contract with Community Action Program (CAP) Commission of the Lancaster Fairfield County Area in an amount up to $373,907.00; to authorize the expenditure in an amount up to $373,907.00 utilizing the 2023, 2024, and 2025 Housing Opportunities for People with Aids (HOPWA) entitlement grants from the U.S. Department of Housing and Urban Development; to authorize the payment of eligible expenditures prior to the issue of the purchase order beginning January 1, 2026 through December 31, 2026; and declare an emergency.
